Addis Ababa City Administration to register new Condominium house Seekers

Addis Ababa City Administration and Commercial Bank of Ethiopia announced a plan to register over 1.3 million house seekers on a press conference held on Friday May 10, 2013 for 10/90, 20/80 and 40/60 housing projects.

The new registration renews the old registration and adds more residents.

For the 10/90 and the 20/80 projects, registration will be from June 10 to June 28 while for the 40/60 project, registration will be from August 12 to August 23. Associations will be registered from July 23 to August 6.

Ethiopians living abroad also qualify for the 40/60 plan [which means a minimum of 40% down payment will be required with in 2 years, and the balance 60% could be arranged for a mortgage. However, if a buyer chooses to pay full payment (100%), then priority will be given to such a buyer].

Initial cost of the condos is really inexpensive as these projects are not intended for profit; rather to reduce the housing shortages in the city. For instance, a 3 bedroom 1,000 square feet unit is offered at an initial price of $305,000 ET Birr (which is about $16,500 USD). This example is for a local standard condos and for local people. For the Diaspora, however, the standard will be higher and the cost will be at least 25% higher.

Registration of 40/60 condominium houses to start

Commercial Bank of Ethiopia said that registration of the 40/60 condominium houses will start in 116 woredas of Addis Ababa from 12thof August.

The program will include permanent government employees in the town from the federal and city sector offices, development agencies and different employees working in oromia region but living in Addis.

The program will also include Diasporas above the age of 18.

Residents of the city living outside Addis for two consecutive years can also undertake registration by presenting legal evidence about their situation.

The cost for registration is 1033 for one bed, 1575 for two beds and 2453 Birr for three beds per month.

New Housing Registration Underway in Addis Ababa

Ministry of Urban Development and Construction announced today the beginning of a registration for different housing schemes intended for residents of Addis Ababa City.

The Commercial Bank of Ethiopia branch offices throughout the city are hosting long queues of city dwellers to register for the low cost housing schemes announced by the city government by opening closed accounts for their savings as part of the price for the houses of their choices.

According to Amare Asgedom, Head of the Housing Development and Government Building Construction Bureau of the Ministry of Urban Development and Construction, the housing strategy introduced in 2005 with nine payment schemes aims to improve shortage of housing in 56 towns throughout the country, but the low interest in other towns has limited the project to remain in the capital for the time being.

Depending on the schemes the bank will lend from 60 to 90 per cent of the money for the houses while the rest is to be deposited by the residents as a down payment. The ministry also said that preparations for the registrations of another scheme called 20/80 and 10/90 were concluded and will start next week. “The banks are working to avoid long queues” said Amare, adding that a number of discussions have been held among the concerned offices to commence the registration process in an efficient manner.

The Ministry introduced the 10/90, 20/80 and 40/60 housing schemes, where in the first case residents will deposit only the 10 per cent of the total cost and get loans from the Commercial Bank for the 90 per cent, targeting very low income section of the society. “Residents with very low income will benefit from this scheme by saving only 187 Birr [a month] for three years” said Amare. The construction of 24,000 unites of these houses are underway.

In the 20/80 scheme for Condominium houses 85,000 housing units are under construction by the city administration, according to Mesfin Mengestu, General Manager of Housing Administration Agency at Addis Ababa City Administration. This scheme targets the middle income section of the society.

The Ethiopian Diaspora can also be a part of the housing program, according to the officials. “40/60 scheme and forming individual housing construction associations are an option for Ethiopians abroad who want to own houses in their home country and this will be handled by the Ethiopian Embassies abroad” said Mesfin.

Registrations for 20/80 and 10/90 schemes will take place from June 10 to June 28, 2013 followed by the 40/60 and individual housing construction associations.

A new regulation governing the process is under way, according to the officials, and is expected to regulate the disparity in Ethiopia’s real estate sector.

Currently 1.2 million people in Addis Ababa live in rented houses while 2.5 million people share rooms with other people, and 375 thousand residents live in government owned houses. 70 per cent of the houses in Addis Ababa are made of mud.

የጋራ መኖሪያ ቤቶች ፈላጊዎች በወረዳና በተመረጡ የመንግስት መስሪያ ቤቶች ምዝገባ እንደሚያካሄዱ የከተማ ልማትና ኮንስትራክሽን ሚኒስቴር አስታወቀ፡፡

ሚኒስቴር መስሪያ ቤቱ ዛሬ ግንቦት 28/2005 ዓ.ም በሰጠው መግለጫ በአዲስ አበባ በተለያዩ የጋራ መኖሪያ ቤቶች መርሃ ግብር የሚመዘገቡ የከተማዋ ነዋሪዎች በወረዳና በተመረጡ የመንግስት መስሪያ ቤቶች መሆኑን ገልጿል፡፡

ነባር ተመዘጋቢዎች ዳግም እንዲመዘገቡ የተፈለገው መረጃውን ለማጥራትና የቤት ፍላጎታቸውን መቀየር ለሚፈልጉ ለማመቻቸት ነው ብለዋል በሚኒስቴር መስሪያ ቤቱ የመኖሪያ ቤቶች ልማትና የመንግስት ህንጻዎች ኮንስትራክሽን ዘርፍ ሀላፊ አቶ አማረ አስግዶም፡፡

በውጭ ሀገር የሚኖሩ ኢትዮጵያውያን በውክልና በ40/60ና በቤቶች ስራ ማህበራት መርሃ ግብር ብቻ መመዝገብ ይችላሉ፡፡

ከሰኔ 3 እስከ ነሐሴ 17/2005 ዓ.ም በ10/90፣ 20/80 አዲስና ነባር፣ በቤቶች ስራ ማህበራትና በ40/60 ቤት ፈላጊዎች ምዝገባ ከ1.3 ሚሊዮን በላይ ቅጾች በአዲስአበባ ቤቶች ልማት ኤጀንሲ መዘጋጀቱን የአዲስ አበባ ከተማ አስተዳደር ቤቶች ልማትና አስተዳደር ኤጀንሲ ዋና ስራ አስኪያጅ አቶ መስፍን መንግስቱ ተናግረዋል፡፡

በከተማዋ የተለያዩ አካባቢዎች ኤጀንሲው ከሚያቀርባቸው የመመዝገቢያ ቅጾች ውጭ ቅጾች እየተሸጡ በመሆኑ ቤት ፈላጊዎች በምዝገባ ወቅት በመመዝገቢያ ወረዳዎች በሚሰጣቸው ቅጾች ብቻ መጠቀም እንዳለባቸው አቶ መስፍን አሳስበዋል፡፡

ቤት ፈላጊዎች ለምዝገባ ከመምጣታቸው በፊት የቁጠባ ሂሳብ በኢትዮጵያ ንግድ ባንክ መክፈት የግድ መሆኑንና በኢትዮጵያ ንግድ ባንክ የሚታየውን መጓተት ለማስተካከልም እየተሰራ መሆኑን ገልጸዋል፡፡

ምዝገባው በከተማዋ በ116 ወረዳዎችና ከ177 በላይ የመንግስት መስሪያ ቤቶች እንደሚከናወን ተገልጿል፡፡

በአዲስ አበባ ከተማ በዚህ የበጀት አመት 95 ሺህ የጋራ መኖሪያ ቤቶች እየተገነቡ ሲሆን 24 ሺህ ቤቶች ተጠናቀዋል፡፡

ከሰኔ 3/2005 ዓ/ም ጀምሮ በሚካሄደው ምዝገባ ከአንድ ነጥብ ሶስት ሚሊየን በላይ ቤትፈላጊዎች ይመዘገባሉ ተብሎ ይጠበቃል ፡፡
